The dyno tests are open loop.  The engine is far above the thermostat temp 
and they neglect to state the ambient temperature in the test cell 
therefore the ambient temp variation in the dyno test cell could be what 
they are measuring.  A slight change in the blower for the radiator will 
also make this kind of difference.  8-10 degrees is not much!!

Notice that they do not provide the thermal conductivity of water & water 
wetter!!  If it really worked it would need to be less then water alone @ 
.60 watts/m*deg C.  Why is it not given?

Notice the heat transfer chart.  Heat removal in all tests, the water 
wetter test is only a couple of degrees lower, (after 4 seconds, under 4 
seconds the temp is above the boiling point and all bets are off because 
you don't know how the aluminum parts were introduced into the coolant, 
vertical/horizontal were they consistant) than the same solution without 
water wetter.  Humm can they really measure the temp within 2 degrees?  It 
can be done but it would require very expensive instruments and a 
controlled environment.  Most lab temperature measurement equipment,(even 
some of the good stuff) is not +or- 2 degrees at 200 plus degrees F.

If you have a vehicle that is overheating, it would be prudent to:
clean & repair the cooling system
increase the radiator core area, number and size of the tubes.
replace the water pump with a high volume/heavy duty unit
reduce the water pump pulley size if possible(faster pump speed/engine rpm
reduce the antifreeze to 20-30% to water(use distilled/purified water to 
keep the minerals out of the cooling system)
increase the system pressure a couple degrees(most BMW's are all ready 140 
or 200kpa, that is 20 or 30lbs, not much room for improvement here)

This Technical Information sheet leaves more questions than it answers!!!
I'm sorry, I say Snake Oil.
I'll stick with a quality coolant, good water and regular cooling system 
maintenance.
