Car Harpoon

I read an article once about a car harpoon.  It was just a large barbed
spike attached to the front of a police car.  Simple use too, it would ram
the fleeing car from behind, piercing its bumper, sheetmetal, and then slow
the car down with the patrol car's breaks.  Then another car is supposed to
get in front to further slow down the offender.  Seems fairly simple, but I
for one think that due to its simplicity it should work.
