This sounds high for this car....I have seen 533 and 535's with lower 
miles for the low $3k's...a much better car. (Flames anyone ?). As far as 
the steering shimmy goes there are basically two types of E24/28's Those 
that shimmy and those that will soon. This is a warped rotor or thrust arm 
bushing problem. Very common and not worth passing the car over for. The 
cracked dash can be "repaired" with an overlay that is now available. A/C 
not working is a really large NO for these cars if you want/need A/C. I 
dont think a dealer can write A/C on a service invoice without charging 
$1000 for the ink.

Hold out for the big six car. The really good buy is an iS, upgraded 
seats, spoilers, and suspension....I have seen them in the $4k area (200k 
miles though..)
