So, I was driving up US Rt. 15 in PA on Tuesday, somewhere near
Lewisburg (Marion Barry's temporary home a few years ago). There is a
point where the four lane, divided highway ends at a strip mall-lined
four lane road.
As I travelled down the exit ramp, I noticed a PA trooper standing
outside his car. As I got closer, he motioned for me to stop. He
walked up to the window, asked for L&R, and told me that I was clocked
at 73.2 (point f**kin' TWO!) in a 55 from an aerial system (which, from
his description, was VASCAR). He motioned for me to look up in the sky
and, sure enough, a Cessna was flying overhead.
So, the ticket costs $138.50. He said that, since I'm from another
state (Maryland), that points don't transfer.
1) Is the point transfer story true, or is he trying to encourage me to
pay rather than fight?
2) Has anyone successfully fought an airborne VASCAR ticket? I've had
success against ground-based VASCAR (reduced penalty and fine), but have
not come across airborne VASCAR?
3) Which police officer needs to attend the trial? The ticket-issuing
officer (who didn't observe my speed), the airborne officer (who didn't
write the ticket), or both?
4) The ticket doesn't list the name of the observing officer, so I have
no documentation to prove (to me) that an officer who shows up in court
and states that he observed my speed is actually the person who was in
the plane. Is this an oversight?
5) The description for where the infraction occurred is vague (Rt 15 twp
(township?) lanes). Doesn't it need to be more specific?
