Reynaldo,
before you start making such statements, you should know that the world
is a very big place.  It doesn't end at the Dade county line or even the
Florida State border.  What holds true where you live is not necessarily
true somewhere else.

I believe the original poster of the "over-payment of ticket" tactic had
success with this method where he lived.
