<E30 M3> drop in gas mileage

I have had my M3 about 6 months now.  When I first got the car the OBC said
that I got about 25.2 mpg.  This is with a leaking intake, old plug wires,
cap, and rotor.  Then my mpg started to go down, to 19.7.  I had all of the
above fixed/replaced and also put in a new fuel filter and I am still
getting 19.7 mpg.  Is my OBC crazy?? Am I?? or is there a logical cause
that I don't see for this problem.
