<E24> starting anomaly

Hi,
I have having an intermittant (surprise surprise) starting hassle. Sometimes
the car(86, CSi) starts fine..generally after warm. If cold, or sitting a
while absolutely nothing happens. I can hear a solenoid (or something)
clicking that is it. then after a few seconds it just clicks in and starts
sluggishly but goes. I have swapped in/out a main relay, and just recently
replaced the fuel pump relay. Any clues.
