Greg,
There are bolt extractors if you can drill out the center of the bolt to thread one in. When I took off the shear bolts on my 320 ignition there wasn't clearance for a drill and I used a dremmel wheel to notch the top of the bolt with no head and used a blade screwdriver to loosen it. Also, sometimes if the head has broken off and left some rough areas around the edge, you can place a small screwdriver or an ice pick along the edge and lightly tap with a small hammer to turn the bolt far enough until you can get a vise grip on it. Might want to apply some "Break Free" or other product to loosen .
