OBD II

What precisely does OBD II mandate in terms of chips? Is the requirement
just being soldered in, or must steps be taken to make them
non-replaceable? Newer computers (and not just cars) are using Flash
EPROM memory (If I remember, Jim C. said this included the 328i), which
can often be re-programmed without the need to take them out of the
car/unit. Very handy for all sorts of things that are a pain to take
apart. I know that the engine connector has a serial comm link to the
computer; can this be used to reprogram it? If so, then performance chips
can become a box that you hook up to your car and transfer the program.
When you're done, you return the box to the maker of the software and get
   your deposit back.
