Good question!  I just checked the tech info on the BMW web site, and
while the ASC+T entry supports what you say,

	If necessary to achieve wheelspin control, it also acts on each
	rear brake individually.

the section on ABS confirms what I said

	BMW's system senses all four wheels individually, but
	controls the two rear wheels as a pair.

If we trust both are correct, my guess is that BMW simply chose not to
update their ABS logic when they developed ASC+T.
