I don't understand your objection to this.  From everything I've
read (which is quite a bit), this is a much more accurate measure
of who is polluting than dynomometer testing.  It's also harder 
to cheat on and less intrusive in our lives than going to a smog
testing center.

So why is this "bad" science?
Or are you just saying that dirty running cars are not a problem,
so we should not smog test at all?
