     I had a similar problem on my Jetta.  Does the noise get faster as the 
car's speed increases?  Ruling of a flat spotted tire and/or bad brakes it 
is most likely the wheel bearing.  Here is a trick I used to find what side 
was causing the noise.
     I went to an empty parking lot and started going in tight circles as I 
accelerated.  As I did this turning right the weight of the car increased on 
the driver's side and decreased on the passenger's side.  The whooing 
lessened.  Circling the other direction the noise got worse as the car 
leaned onto the right.  Dealer replaced the passenger's side wheel bearing 
and the noise went away for about a week.  Went back, had it replaced again, 
problem solved.
