I believe it's the sound when AC kicks in, and should not be speed related.
It sounds like there is an extra fan blowing behind the vent.  On my car the
sound is very faint.  I could hear it if I set the fan to the lowest and
pay attention to it.

I hope it's not the result of your climate control unit being reprogrammed.
