Hi,
I have a lot of experience repairing E28 5 series cars. I have been through
the cruise control problems before and I have some suggestions.
First and easiest is the switch for the clutch. The bar was bent on mine and
the little switch was not getting pressed when the clutch was out. I just
bent mine back and it worked fine. Another common problem is that the cruise
gets its ground from the tail lights, make sure they are all working and
properly grounded.
If this doesn't help it is usually one of three things:
The switch on the column (I have a spare)
The motor thing under the hood (somewhat repairable)
The 'brain' in the dash (I have a spare)
