<E34> Help! Fuel gauge does not work.

I've got a '92 BMW 525i Shadowline.
Recently the fuel gauge stopped working. The meter reads 0 liters of
fuel, but the low fuel light does not light up.
If I run an instrument test (holding down the check button and moving
the ignition key to position two) all instruments move except the fuel
gauge. Also the low fuel light lights up for a couple of seconds before
going out. Also when I start the car the low fuel light lights up for a
couple of seconds before going out.

I suspect the problem to be with the actual gauge in the instrument
panel and not the piece located in the fuel tank.
What could be the problem?
