"reading" oxygen sensor output?

Is there a way to convert the oxygen sensor output to a mixture ratio
value for tuning purposes?  If I remember right the sensor outputs
either 0 or about 1 volt depending on whether the mixture is rich or
lean.  The number of transitions from 0 to 1 and back indicates how
rich or lean the mixture is.
