I have a 535i, and in cold weather the high beams take 1-2 seconds to come on. 
It appears to be either a cold sensitive high beam switch or a relay. I would 
recommend that you squirt a little contact cleaner into the business end of the 
ignition switch, and swap the starting relay in the fuse box with another one.
