[bmw] 1998 318ti dying?

I have a friend who was a 1998 318ti.
In cold weather, the car is difficult to start
and has a VERY rough idle when below 30^ F.
It recently developed another problem
of loosing power, and will not keep running.

It hasn't thrown any check engine lights......
Does anyone have any ideas??
Water in Gas??
Clogged fuel filter...??
