This is a fairly common occurrence. not sure if the problem is the bearing to spacer fit or spacer to dedion triangle fit - or both. In any case, the interference can be so severe that the bearing is locked - which of course is not a good thing. In these cases, the spacer ring needs to be machined to give enough clearance to provide proper motion.

Whether it is easier to take the dedion triangle out and do the job or not is hard to say. The job can be done in situ - just not sure it is any easier!
you may have to grind away the staking used to hold the bushing in place (depends if the last guy did it or not).
as to removing the old bush, they are plastic sleeved, and about 1/3 air, so they can actually be pushed out of the triangle pretty easily.
As Mark indicated, the poly piece goes in reasonably easily, lube well with the provided grease.
