[alfa] Project Alfa website

Although I'm up to my ears in Project Luscombe at the moment I figured that
since I now have a fairly stable home for it I would put the old Project Alfa
website back up and try to get it updated and somewhat current. Right now it's
a mess with a lot of outdated and obsolete links and probably more than a few
red x's where there should be images but the gist of it is still there and
I'll do my best to get it ressurected over the next few months as time
allows.
