[alfa] mechanical tensioner

I am sure someone can track down how many newbie owners contacted the NHTSA
and complained about timing belt failures and prompted this timing belt
recall. Maybe ALFA did a manufacturers recall before the government stepped
in, which is why it seems to be "our" problem.
