    Close.  The RPM of the output shaft can easily exceed 9000 RPM, but the
actual rotors are on a 3:1 reduction gear to the eccentric shaft
(crankshaft) so the rotors would only see 3000 RPM.  Most serious Wankel
drivers use an oversized pulley on the eccentric shaft to drive the
pedestrian waterpump and alternator so that they are protected from the
occasional blips to high RPM bliss.  RX-7s come from the factory with a
buzzer in the console that lets you know when you pass 8500 RPM, in case you
aren't watching the tach.
    The two spark events per rotor rotation aren't disparate ignition
events, one spark simply fires 15 degrees later to promote a longer burn
time.  The "power" pulse is a full 270 degrees of a complete rotation.
