mechanical detensioner--not OEM?

I've heard it said more than once on this forum that the 
thermomechanical timing belt detensioner for the 12V V6 was a 
strictly North American thing.  But this URL that Mark posted shows 
what appears to be a new 12V V6 with the mechanical detensioner, 
being sold by a European vendor.
