Finding cars in Calif - only Begs Questions!

In using the link Andrew mentioned (in AD V9 695) to the DMV web-site (to query a few plates to see if taken) for smogged cars via VIN or license plate I ask only this:

Why is "GOALFA" on a 1990 Plymouth Laser? 
and "ALFAROB" on a 1990 Chevy C1500 pick-up? 

LoL - go figure...
