The flasher is actually just basically a spring that heats up & cools off as 
it makes & breaks contact.  This gets your lights to flash on & off.

I'd guess there's something worn out in your flasher so that turning it 
makes the spring make different contact, or maybe the spring's worn out and 
turning it lets gravity do more work, or something along those lines.
