I've only heard of dual points on later smog cars.
Could someone have put it in your 71 from a later car?
If so, maybe specs could be from the later cars. My 
79 Alfetta had dual points and the book says:

Gap:
Primary - 0.43 to 0.48 mm (0.017 to 0.019 in)
Secondary - 0.36 to 0.54 mm (0.014 to 0.021 in)

Dwell:
Primary - 57deg to 63deg
Secondary - 55deg to 65deg

From Haynes manual Sedan and Coupe 1973 - 1980. 
All models 2.0 liter.
