HC in AC



Legality is to prevent you adding a source of fuel not originally intended for the application in an enclosed space. The drug reference is moot. A more relevent association is as follows: Drinking is legal. Drinking and driving is another matter. A place for everything, and everything in it's place.

Automobile fuel systems are made to hold fuel (Gasoline, Deisel, LPG and even Hydrogen), even in many accidents. 

Automobile AC systems are not so designed. Even though the amount of fuel in a HC based cooling system is small, the underhood area of a car is no place for the stuff. A minor leak in the system (And they all leak eventually) will become a blowtorch. Do you want that under the hood?

Of course, you could have a system designed for this kind of refrigerant. Many commercial systems do use it. But being able to meet SAE and other applicable codes is another thing.
