Alfa Spica vs Ferrari Webbers

Someone asked a few days ago about why Alfa had to
go with Spica in the 70s in the US when Ferrari just
kept Webbers until Bosch FI was introduced in 80 or 81.

I think this could have something to do with the volume
of cars sold. The smaller numbers manufactured may not
have had as strict a standard put on them.

Or, maybe they just paid penalties for it and passed them
on to the customer that was paying a high price anyway.

No evidence for the above statements, though. Just
figuring...
