A bad seller may try to string you along until the 90 days is up and you can now longer post feedback.

.....and only 30 days to ask Paypal for a refund, if you paid in that manner. If you've given-up on the seller and are ready to burn bridges, you can also file a fraud report with eBay, which won't do anything to recover your money, but will do major damage to his ability to continue to operate on eBay.
