unruly 164 ABS

For a while now, the ABS on my 164S seems to engage while nearing a stop 
(the last 5mph) and only seems to happen under med to light pressure, or 
when letting up on the pedal.  It has recently become more noticable as I've 
had to jam the pedal to the floor to avoid rearending someone in stop-and-go 
traffic.  Also when this occurs, if I completely let up and then reapply the 
brakes it seems to stop it from hapening on that stop.  We've had some bad 
weather and I'm wondering if it could be related to a wheel sensor seeing 
that it's only recently gotten more noticable.  Any ideas???  Thank you.
