Yes, I think that's true too.  I know for a fact you can buy a Lotus
motorsport Elise direct from Lotus USA and take delivery in Atlanta, but you
just can't title it for street use.

Of course, there's a motorsport Elise blasting around the back roads of
South Florida that I used to see occasionally - but only late at night, when
all the hooligans come out to play.  I could never get close enough to it to
even see if it had any tags on it, but by the sound of the open exhaust, it
probably didn't.
