Anyone have any tips on cleaning out the inside
of a cruddy overflow bottle? 

The safest way to clean the bottle would be to bring it to a radiator shop 
and let them have a go at it in their tank. They are used to removing this 
sort of junk from plastic radiators.
If you are the adventurous type, I have had good luck cleaning mixed organic 
compounds out of plastic containers with battery acid. BE CAREFUL and add 
only a couple of drops until you are sure what will be the reaction. Acid 
added to things can generate a lot of heat and splattering.
