More clutch response, '91 Spider Veloce

Problem:

Fully depressed clutch, hard to go into first gear.   Fluid reservoir was 
about 1/4 low, topped it off.

A little better going into gear, but not great.

Question:  Should clutch line be bled?  If so, where do you bleed it?
