91 164 Starter Diagnosis

After the 91 S sat for a few weeks waiting for a new compressor, I noticed the starter turning over more slowly.  Finally, yesterday the car would not turnover, although all the various relays and lights clicked strongly.  After waiting about 15 minutes, the car turned over just enough to get started.  Put the charger on it last night - started this morning but still not with old gusto.  Battery is hugh sealed Interstate unit about 3.yrs 6 mos old.  

Ideas, similar sysmptoms?
