Livio,

You are at the wrong end of the bolt.  If you remove the front wheel, then 
remove the front splash panel you will find that the bumperette bolt ends 
with a 17 mm nut on the inside of the front valience just above the sway 
bar mount.  Probably rusty, use penetrating oil to loosen it up.  And you 
will probably have to hold on the that "rectangular piece of metal" which 
is the bolt head with a vice grip to keep it from turning when you tighten 
its 17 mm nut.
