Jeff,

Undo the lock nut on the cut-off solenoid and screw in the solenoid 1/8 of a
turn at a time until the CO is below the limit. Your low HC reading shows
that everything is functioning properly and the combustion efficiency (read
ignition, compression) is good except for the mixture. You could lengthen
the short arm to allow greater air bleed (hence leaner mixture) temporarily
but the idle speed might be too high after that. You really don't want more
than 2.5% CO, anyway.
