No power to injection system or fuel pump

Seeking help from all,
I have an 87 Milano Gold, 2.5L. Problem is no activation of injection or
fuel pump relays.
After many hours of diagnostics I have determined that relay for power to
injection computer is not receiving ground signal from ECU pin #28
Yellow/Red to pin 85 of relay set.
Is this a problem with the EFI Computer? or a ground signal? Cleaned all
grounds ect.
