Speaking of 1974, something just occurred to me.  If one were to buy a 
1974 vehicle today, he/she would never have to smog it again under 
the current laws.  2004 is the year that they become exempt under the
rolling 30 year limit and in theory, it is the seller's responsibility
to smog a vehicle prior to sale.
