164 Clutch problem

Today whilst driving on the sliproad to join the motorway, I went to get 5th 
gear and the clutch peddle stuck firmly against the floor - no gears!  I 
eventually found I could pull the peddle out by hand and is semi-working but 
selecting gears is a problem - sometimes successful, sometimes not.

Could this be a clutch or master (or slave) cylinder problem?
