gas in oil

HI
I'm looking at buying a 80 spider that has been sitting for a while. When
started it idles very high 2500-3000 rpm. Butterfly valve appears to be almost
closed. The oil smells like gas. Of course the Spica is there and the air pump
though the belt to the latter is not on. Is this a simple fix or a long
expensive road.
