The lane in question is both a parking and driving lane. Parking is allowed
through certain hours, usually during non-commute and non-business hours, and
is to be clear for driving during all other times. I lived on such a street
in LA, and worked on another. I remember having to jump up at 6:30 am to move
my car off the street every weekday from in front of my home, and rushing out
to get a choice spot in front of my office after 7 pm. Lotsa fun for all.
There are many such streets in LA, and the city makes a fortune towing and
ticketing cars illegally parked.
