Clutch engages high, is it adjustment or change???

Subject: Clutch engages high, is it adjustment or change???

The clutch engages about 2 inches from the top Is there a way to check if it is adjustment or new clutch.?

I just bought the car and the PO changed some clutch hydraulic line components.
