Milano oil pressure guage

My milano oil pressure gauge reads high, 25 with the engine turned off.
If I disconnect the wire going to the sender and ground it the gauge
reads 0 which is what it should be. Connect the wire to a new sender and
ground the sender and the gauge still reads 25. What am I missing?
