Canadian 164s

I recall reading that the Department of Transportation requires that cars
sold in Canada have the holes for child seat anchors be predrilled and
threaded, this is for the tether strap. Apparently, this is different from
U.S. specifications. Most car manufacturer's predrill all their N.American
automobiles anyways as they could lose sales without predrilled anchor
mounts. It is the law in most if not all Canadian provinces that children
under 40 lbs.. be in an approved child seat and up to 60 lbs. in a booster
seat (which doesn't need the anchors) while traveling in their parent's or
guardian's car.

I don't have any information about differences between Canadian, American or
European 164's.
