Well, if you are building a garage, definitely put the polyvinyl under the
concrete slab, but also consider heating the floor.  A friend of mine just
built a garage for rebuilding his and his sons Spitfires (I am working on
him to buy an Alfa) and added in-floor electric heating.  My personal
preference would be for liquid heating using either a standard heatpump or a
ground source heatpump (truly an expensive proposition, but our cars are
worth it).  Both of these can be connected to a low amperage electrical
generator should the power go off.  The only concern is to mark where on the
floor heating elements/liquid tubes are so that you don't cut into them when
installing a lift.  Also be sure to use the chemical dehumidifiers as they
work better than the mechanical ones.

PS, Indian summer has hit the Ottawa Valley, so this is the weekend for the
last spin in the spider, wash it, change the oil, add oil and stabilizer to
the gas and tuck it away in the heated garage.  I shall miss it.
