Sounds like the previous owner changed the actuator (a choke type device) to 
a manual unit and put it in the hole for the "Throttle."  Most of the manual 
units only move a MM or two between full on and full off.  If it has been 
replaced, push it in and see if that makes a difference.  If it has been 
replaced, adjustment could be necessary.
