Milano fuel system, with more info

On hot days after the car has sat for a while there is a loud rushing sound
from the gas tank area right after start-up. The sound will gradually build
until it drowns out the radio and fades to nothing all in about 6-8
seconds. It doesn't matter if the tank is full or near
empty, is this a sign of a failing in tank pump?
