164L steering rack

i had a new (used) steering rack installed.  unfortunately, the steering
is now extremely stiff.  the rack was installed for free by an alfa
mechanic who's never installed a 164 rack before (hence, i can't yell at
him!).  he had no idea of why, but said there was faint hope that it
would loosen over time.  any ideas of what might be causing the
stiffness?
