yes, but it's transient, because the holes will be uncovered naturally as
the wheel continues to turn. if the holes aren't uncovered by this motion
then you have "larger issues" to deal with.

it's kool, and some well known race cars have it, and there is a smidgen of
a reason why, so it gets promoted.
