Rear Bumper on 77 Spider

Well, I went to get a hitch put on my spider so I could tow my jetski
(Florida is toyland). Unfortunately, I found out that the inside of the
ugly black rubber bumper was severely rusted/rotted. Any source for a
replacement? Or should I just call the local Rodin of welders in Tampa
and have him fabricate me something. Suggestions?
